Ground
The responsibility of SMC at Accra Kotoka falls to the dedicated Ground ATS unit, "Accra Ground" (DGAA_GND) on 121.900 MHz. SMC will be responsible for the aerodrome movements on the apron. The SMC will also be responsible for the initial call of VFR aircraft looking for start and taxi to the runway.

Taxi Procedures
Taxi Out
- When Runway 21 is active, departing traffic shall be instructed to taxi to the runway via A to holding points A1 or A2.
- When Runway 03 is active, departing traffic shall be instructed to taxi to the runway via A to holding point A3.
- If Runway 21 is in use, traffic should advise to whether Backtrack onto Runway 21 is required. This information should be relayed to the Tower controller. (DGAA_TWR)
Taxi in
- In low traffic situations, Tower Controllers are expected to hand over arrival traffic to Ground Controllers once the traffic has vacated the runway.
- In high traffic situations, in order to maintain the high speed exits clear of traffic, Tower Controllers may issue an initial taxi instruction to arrival traffic before handover to Ground Controllers.
Taxi Phraseology
"(callsign), taxi to holding point A2 Runway 21 via A."
Visual Flight Rules (VFR) Start-up and Taxi Procedures
On initial call with SMC, the VFR aircraft is expected to provide:
- Aircraft Registration, if the callsign used is not the aircraft registration
- Aircraft Type
- Persons on Board
- Fuel Endurance
- Intentions
Once this data has been received by the SMC controller, the controller shall then issue the QNH, Active runway, and if operating on a FPL, a squawk.
VFR Phraseology
"9GOWU, thank you, start up approved, Runway 21 in use, QNH 1021, report ready for taxi."
